Description: Arthur St. Clair served as a British Officer in the French and Indian War, rose to the rank of Major General in the Continental Army during the Revolution, was a Pennsylvania delegate to the Confederation Congress in the mid-1780s, and was appointed the first governor of the Northwest Territory. When the territory was divided in 1800, he became the governor of Ohio Territory.
