Description: "This EA is a site-specific analysis of potential impacts that could result with the implementation of a proposed action or alternatives to the proposed action. An EA provides evidence for determining whether to prepare an Environmental Impact Statement (EIS) or a 'Finding of No Significant Impact' (FONSI). A FONSI is a document that briefly presents the reasons why implementation of the proposed actions will not result in 'significant' environmental impacts (effects) beyond those addressed in the John Day Management Plan (February 2001) ... The proposed action is to establish a boundary fence separating BLM ground from private property The purpose of the fence is to exclude livestock grazing from a portion of public land. The fence is needed to implement the decisions regarding vegetation, grazing, fish, wildlife, and water quantity and quality for the John Day River Management Plan, Record of Decision dated February 2001"--Page 1.
