Description: This article evaluates the Moving to Opportunity (MTO) program run by HUD in the USA since 1994. This was a rental assistance program that offered participating families a chance to move out of public housing projects located in deeply impoverished neighbourhoods in five US cities. It examines the consequences for very low income public housing residents of moving to a low poverty neighbourhood.
